Environment Agency Announcement Of Intention Not To Prepare An Environmental Statement

(Regulation 5 of the Environmental Impact Assessment (Land Drainage Improvement Works) (Amended)
Regulations 2017 No. 585) Environment Agency Asset Recovery Programme, Norton - Repair and Improvement Works to Norton Flood Defences

The Environment Agency gives notice that it proposes to carry out improvement works to the flood defences associated with the River Derwent in Malton and Norton, which are part of a wider programme of repair, maintenance and improvement of the Flood Alleviation Scheme. Improvement works are planned at two locations, near the confluence of Priorpot Beck and the River Derwent and at the confluence of Mill Beck and the River Derwent respectively. The planned works are: Works to the southern bank of the River Derwent near Priorport Beck
* Establishing a temporary construction compound area on the northern bank of the River Derwent

at approximate grid reference SE 79868 72073, including construction of an access road connecting with Old Malton Road;
* Lifting floating pontoon working platforms into the River Derwent to provide access for plant and workers to the southern bank and flood wall;

* Removal of the existing temporary repair along

an approximately 60m section of the southern bank at the base of the existing flood wall;
* Remediation of scour damage which has occurred

to the bank and flood wall foundations and the placing of rock armour erosion protection along an approximately 60m section of the southern bank;
* Regrading of the upper section of the bank with suitable clay/soil materials, installation of a erosion protection matting, finishing the upper section of the bank with topsoil and a suitable seed mix;

* Demobilisation of the construction compound area/accesses and remediation of the site.

Works at the Mill Beck outfall adjacent to County Bridge, Castlegate
* Establishing a temporary construction working area on the southern bank of the River Derwent above the Mill Beck outfall, requiring short-term temporary lane closures on Norton Road;

* Installation of a flap valve control on the existing Mill Beck culvert outfall, to avoid backflow of water up the Mill Beck when River Derwent levels are elevated. The outfall is located at the base of the wall which forms the southern bank of the River Derwent approximately 5m west

of County Bridge, Castlegate;
* Demobilisation of the working area and accesses and remediation of the site.

The Environment Agency considers that the localised improvement works are not likely to have significant effects on the environment and does not intend to prepare an environmental statement in respect of them. The Environment Agency is liaising with Natural England to identify appropriate measures to minimise impacts upon the River Derwent environmental designations. The improvement works as described above are planned to be completed over a total period of approximately 9 month between May 2022 to November 2022. Works to the Mill Beck outfall will however be over a shorter term duration within this period. Works will be undertaken during daytime hours and the contractor will adopt appropriate environmental management measures to reduce the risk of any disruption.
