Visiting friends in Terrington last weekend I was interested in the proposed garden waste bin project, with an annual subscription of some £50.

Where I live in March, Cambridgeshire, we have three bins provided free, and emptied fortnightly free. A blue bin for recyclables, mostly wine bottles, a brown bin for garden waste and a green bin for anything that does not fit into the previous categories.

The green once is emptied one week and the other two are emptied the following. This system works without a hitch and is a credit to Fenland District Council.

I am looking to retire to the Norton area, after a lifetime in banking and politics, to a property that has both sufficient garage space for my cars and stable for the ponies, but my decision will be influenced by these questions.

Having “bought” the bin, can I use it as a shopping trolley on visits to the supermarket in Malton?

I usually take a short three-month world cruise annually, so can I have a refund on the 90 days I am away?

In the event that I meet the “Grim Reaper” while on a cruise, will my estate get a refund on my outstanding subscription?

Finally, if the former happens, can my mortal coil be recycled in my brown bin? I think we should be told.

This money making ruse was tried a few month ago in Frinton, Essex, but the council “backed down” after a public outcry.
