DETAILED plans to redevelop Malton's livestock market with a three-storey car park, retail units and public square are being recommended for approval by Ryedale District Council's (RDC) planning committee.

The proposals were given outline approval three years ago on appeal following the earlier refusal of the application. The current application, by the Fitzwilliam Malton Estate, seeks approval for all the outstanding reserved matters.

In a report to the committee, members are told that the reserved matters related to layout, scale, appearance and landscaping along with a number of highway issues.

Three households in Victoria Road, Malton, have raised concerns about the scheme, including impact to on-street parking, loss of privacy, security and land stability.

However, planning officer Alan Hunter said: "The consideration of the outline application dealt with many of these issues and the development was accepted in principle subject to numerous planning conditions.

"The detailed approach has addressed matters of scale, layout and design and it is considered that the proposal is acceptable on the basis of the submitted plans, subject to receipt of the final comments from North Yorkshire Council Council's Highways."

Plans to demolish Malton Livestock Market and replace it with a retail unit and car park were given the go ahead in October 2012 following a five-day public inquiry into the Fitzwilliam Estate's appeal against Ryedale District Council's refusal of the proposal.

In January, family-owned food store chain Booths has extended an agreement to invest in a new store on the livestock market for another year.

Approval to relocate the market and create new agri-business centre and business park on land next to Eden Camp at Old Malton were approved by the district council last August.

Developers, Commercial Development Projects, are working in partnership with Malton and Ryedale Farmers Livestock Market Company and Fitzwilliam Trust Corporation on the project.

Roddy Bushell, estate manager for Fitzwilliam Malton Estate, said he welcomed the news that the application for detailed consent for the development on the livestock market site was going to the planning committee with a recommendation for approval.

‘This application has taken a very long time because of the enormous amount of detail in the conditions agreed," he said.

"Hopefully that will reassure everyone that the development will be a good neighbour as well as an attractive part of Malton’s town centre.

"The good news is that the time taken to get the detail right has allowed more time for the Livestock Market Company to continue to trade while preparing to move to the relocation site near Eden Camp.

"Everyone is hoping that the farmers’ company will confirm soon that they have raised their part of the funds for the market’s relocation."
