Police commissioner ’s plea for help

NORTH Yorkshire’s new police and crime commissioner is looking for help in appointing the new head of the county’s police force.

Julia Mulligan – who has the power to hire and fire chief constables – has vowed her top priority will be finding a new chief for North Yorkshire Police.

Tim Madgwick, former deputy chief constable, temporarily took over from Grahame Maxwell in May, but a permanent appointment has yet to be made.

Mrs Mulligan has said she wants to be advised by a number of people experienced in recruitment and selection procedures for senior professionals.

Particularly, she said she wanted to be joined by someone independent of the police or politics, whose role would be to “ensure the appointment process is conducted in line with the principles of merit, fairness and openness”.

“I am keen to make this crucial appointment before the end of March 2013.

“I will be looking to the chief constable – who has overall operational command of North Yorkshire Police – to deliver the majority of my Police And Crime Plan for this area.”

Interested applicants for the recruitment role should submit a CV and a short statement setting out their experience in the recruitment and selection of senior posts.

These should be sent by email to info@northyorkshire-pcc.gov.uk marked “Private and confidential – independent assessor.

“It is a legal requirement that the independent panel member should not be a PCC, a member of the PCC’s staff, a member of the Police and Crime Panel, an MP, a Member of the European Parliament, a local councillor, a serving or retired police officer or member of police staff, a civil servant, a member of the National Assembly for Wales, a member of the Northern Ireland Assembly, a member of the Scottish Government, an employee of Her Majesty’s Inspectorate of Constabulary, an employee of the Independent Police Complaints Commission, or an employee of the College of Policing.”

The closing date for expressions of interest is December 10. The successful applicant will be appointed later that week.

What?! Why on Earth was someone who is incapable of doing the job herself appointed to this role? Surely she should have known enough about this before taking on the job! Oh, I forgot, it was a political point scoring exercise....

There is no need for this as the Acting Chief Constable Tim Madgwick is a long serving North Yorkshire Officer who lives in and knows the area and the people. He has an impeccable character and should be given the job full time after having 7 months in the role already and proving himself more than capable.The alternative is to appoint a "butterfly" character who floats into each force on promotion then leave for something larger and better after a couple of years(e.g. John Woodcok, Peter Nobes).They usually promote other peoples ideas for change as their own but leave before the proverbial hits the fan. Appoint the LOCAL man now.
By the way I object to Gary Gilmores eyes putiing what he has at the end of his post so many times. I got the message after the first Resign now!

Which should disqualify him.
The last Chief Constable was very good with recruitment, I'm sure he'd know someone who could do the job without all the rigmarole of interviews.

Isnt this her job? If she is not capable of doing the job why did she put herself forward for it? Getting in all these experts will cost a fortune. The cost of these mickey mouse elections was millions of pounds and now this. No wonder our front line policing is overstretched and underfunded

This is part of the job for which she is paid £70,000 per annum. Get on with it. Of course if things don't work out she is making sure she has a scapegoat when she can say, well it wasn't only me. I am more than pleased now that I didn't vote.

I think what many people would like to know, is what exactly is Mrs.Mulligan's role and moreover, what are the crucial differences between these doctrinaire, Tory inspired P & CCs and the system they have replaced? There are no obvious improvements and the post stands as no more than another example of a bureaucratic factotum, mainly from the ranks of obsequious, un-questioning, party political hacks. Their board of political placemen and standing staff of administrators and accountants, are mirrors of what has gone before! So, what will she actually be doing for her very substantial salary? The fact that she has absolutely no experience of whatever her job might be, suggests she will be asking for help on every single matter that comes her way and as such, she will be susceptible to manipulation! It's time for hard-pressed, council-tax payers to start asking some probing questions of their parliamentary representatives (especially Tory members) and put them to the test over these appointments - something that the overwhelming, vast majority of the English/Welsh electorate, had zero wish for.

What a cop out this is (excuse the pun). £70,000 p.a. full budget control, hire and fire CC yet cant run with person already in position who after all has been in post 7 months, so cant be doing too bad. The whole PCC idea is an absolute waste of money. The election was a farce, 6000 people in the County drew pictures on the ballot paper. Around 15% could be bothered to vote, 85% did not, me included, as I am quite happy for the Police to Police. Nobody on the new selection committee is allowed to be an MP? Mm-mm very strange, we had a labour and Tory candidate for this new post? Bring in the consultants, lets really milk the taxpayer, you could not make it up. The country's skint wakey wakey
